PC Francis O'Rourke was an Irish constable in the Borders and Lothian Police force, stationed at Great London Road. He frequently worked with Harry Todd, and in 1989 went with him to investigate the death of Ronnie McGrath. Two days later he was questioned by John Rebus on the discovery of the body, but then did not work with Todd again in subsequent incidents relating to the case.
